The CRTC is moving forward with its regulatory plan to implement Bill C-11, the Online Streaming Act, setting a Nov. 28 deadline for streaming services operating in Canada to register with the commission.
The Act will only apply to those streamers that earn $10 million or more in annual revenue.
The CRTC has also set out conditions for online streaming services to operate in Canada, which take effect immediately, requiring them to provide the commission with content and subscriber information. The decision also requires those services to make content available in a way that is not tied to a specific mobile or internet service.
The commission is advancing implementation of the Act following public consultations that saw more than 200 intervenors participate. A third consultation is ongoing, considering what contributions traditional broadcasters and online streaming services will need to make to support Canadian and Indigenous content. The CRTC will hold a three-week public proceeding, starting Nov. 20, which will hear from 129 intervenors.
“We are developing a modern broadcasting framework that can adapt to changing circumstances. To do that, we need broad engagement and robust public records,” said CRTC Chair Vicky Eatrides, in an announcement. “We appreciate the significant participation during this first phase and look forward to hearing a diversity of perspectives at our contributions proceeding in November.”
